Building Regs For Adding Skylights

Hi all,
I want to add two skylights to a small area of flat roof with a bitumen felt coating. I know that it will need building control approval as it requires structural alterations. However, will I be expected just to seek approval on the skylights themselves (structural and thermal), or will I also need to include thermal upgrades the whole flat roof? By itself it is far less than 50% of the total roof area so if it wasn’t for the skylights it would not be notifiable, but do the structural works to add the skylights trigger the need for the whole roof to be a upgraded?
Any help would be much appreciated!

The regulations that apply are specifically for the work being applied for not the upgrading of other parts of the building/structure.
