My daughter had a kitchen extension on her house 7 years ago and now wants to build a room in the roof. Will it be governed by building regs re sqaure metre usage. We know the building regs have changed but don't know the details.

Not sure what you mean by sq/metre usage; if you’re referring to permitted development rights, this only affects weather you need planning consent or not; the original kitchen extension would still have had to comply with the BR in force at that time. If you’re proposing a habitable room in the loft, it will come under current building regs. If it’s just being used for storage, that’s another matter; but you should consult your LABC for advice. All the BR are available for free download from the ODPM planning portal web site; all you have to de then is try & understand them!
 
If the room is for anything but infrequent storage, then building regulations will apply.

Planning permission may not be requied unless a dormer window is to be built, and then it may or may not be required depening on permittted development allowance and/or its location in relation to boundaries and any roads
