Buzzing flourescent Light

I have recently installed a new twin tubed flourescent light in my kitchen. The light buzzes a lot when it is switched on. The noise is more than the usual electronic hum one gets with lights. I would welcome any advice on getting rid of the hum. I have changed the flourescent tubes and this has not worked. Should I buy a new choke? If so is the choke the flat white box shaped item (the light has 2 of them) or does it look like a small metallic canister?

For reference, the choke is the rectangular unit, and the cylinder is the PFC capacitor.

No, Ban....... ;) the large cylinder is the capacitor, the small cylinder is the starter. On modern fittings, the capacitor is concealed inside the body of the fitting, and the starter is accessible from outside.
