What are the regulations on a rewire with regard to clipping cables to joists? Ive heard/read that 2.5 needs supporting every couple of feet or so, but without lifting a heap of floorboards hows it done? Is it acceptable to have them just resting on the floor/ceiling?

Yes, but there will be cable current carrying capacity derating if covered by thermal insulation.

Yes, since they are still supported by the ceiling they are resting on.
Most houses that have been rewired are like this.

The only ones where the cables are clipped to the joists are new builds, because the cables are installed before the floors/ceilings.
