Out of interest, where are you getting the marquee?
I ask this because any proper, reputable marquee company should have suitably trained temporary event electricians available and be able to hire you the cable and distribution boxes. They should be able to decide on the most appropriate earthing system and provide a temporary installation certificate to BS7909, thus moving the responsibility away from you.
It seems a little daft to say the least to buy 100m of cable for a one day job when it can be readily hired either from the marquee company of from a local entertainment lighting/sound hire company.
This is the kind of equipment you should be expecting to see, possibly with a local earth rod at the marquee end, depending on site conditions...

Seeing anything that looks like standard domestic wiring in this environment should ring alarm bells
