Cables in a flat roof

For a flat roof with full insulation between the joists (no air gaps), is it acceptable to have the cable for a light point between the insulation fixed to the side of joists, or should it be laid so that it rests on the ceiling board. Or does the cable need to be uprated from 1.5 to 2.5mm?
 
Personally, clipped to the side of a joist (method 100# or 101# depending on depth of insulation).

100# 16A
101# 13A

Neither of which will cause a problem when choosing a 6A or 10A MCB assuming no other correction factors need applying.
It's ring finals and 2.5mm cables where there's more than 100mm of insulation which cause problems :(
