To feed the cable through the ceiling joists ,where should you drill holes.Close to wall,in centre or where.Does regulation say anything about that,or it does not matter.
 
In the centre and where possible 50mm down and from bottom and leave at minimum double the diameter of the size hole your drilling gap for the next hole along

For structural reasons ( ie to minimise weakening of the joist ) two general rules for small sizes of joist.

Midway between top and bottom where the timber is relaxed ( bending under the weight of the floor means the top of the joist is under compression and the bottom under tension. The mid point is neither. )

Not within 200 mm of the end of the joist or any point where it is supported by a beam.
