Can put step under window for fire esacape?

I am refurbishing a property where I am changing all the windows. In one room upstairs the height of the window is outside the maximum height (reach), relative to the floor, for fire escape as per the regulations. They put a step, under the window, to reduce the height step-window. Is this acceptable in order to comply?
 
if its fixed then its part off the floor so its ffl[finished floor level]to opening
but that is just my opinion
an annon call to building regs may shed light on the matter :shock:
