Nonsense.
If you are a resident of country X, and you commit fraud in country X, then it is up to country X to prosecute you.
For example:

"An influential committee of AMs has expressed concerns that a £104,000 fraud of the Assembly wasn’t stopped sooner.
Members of the Public Accounts Committee were disappointed that only £4,000 was recovered and have called for action to stop the fraud from happening again."

Can the leavers explain the sense in leaving only to rejoin ('cos that's what the deal will essentially comprise) at a higher rate with no voting rights? Nobody has yet.
