can't fill in cold water

Have checked no filler hose or filter blockage at both ends. Program at normal wash, not drip dry, not soaking. Filling hot water no problem. Cold water won't fill. When using hot water to wash, machine stopped at rinse cos needs cold water. What could the problem be? Pls help and advise!!
