Carpeting over a laminate floor

yes.

It will be much quieter for anyone in a room below you.

If a ground floor, it may be a little warmer for you in winter.

Depends on the underlayment used underneath the (Melamine?) Laminated floor though
 
but clog-dancing on a carpet is less noisy than on a hard floor.

I know (experienced clog-dancer ;-)) but still, if the laminate is of the melamine variety and the underlayment not very 'sound-proof' the clogs will still make a lot of noice
