Cat 5e or Cat6

Seems like the left hand does not know what the right hand is doing. Is this the way to run a business?
It's how it's run, but I can't help thinking half the problem is the ISP - the big ones tend to be rubbish if there's the slightest problem as they just have fixed scripts to follow.
When we got fibre, I took the opportunity to switch ISP - Plusnet went downhill badly under BT ownership. Despite having run a couple of trials many years ago, showed no signs of supporting IPv6 - on top of other issues. So I ditched them and went with Zen - not the cheapest, but you can get hold of humans who actually have the ability and empowerment to deal with issues (I cocked up the ordering first time around :()
Oh yes, and Zen don't force you to use a crappy locked down router. You can use your own, but the Fritzbox is a fairly decent router.

While I took Zen's VoIP service for the main house number, I went with Andrews & Arnold for a couple of other infrequently used ones
