ive contacted the manufacturer (hotpoint) as there are two different wiring diagrams in there manual
hopefully they will tell me which one is right
if the hob is faulty then i will return it for new one
then i will call the sparky it must be worth £30 for him to have the headache
the old hob was never used on the new cu
there is no damp around the isolation switch
thank you to all who gave me great advice and put up with my inconsistences

The two diagrams of the hob installation wiring are likely to be single phase and two phase wiring. This should not cause a problem on a single phase installation, providing you have all the cables in the correct terminals and the single/two phase terminal link is in place.
