I am a fully qualified spark with 17th edition and 2391. Can i wire my cousins new build house, test and inspect it and give the building inspector the model certificate from 7671?

Of course you can though you'll still need to pre notify with your LABC (for a fee) and suck eggs whilst they possibly inspect your work.
You won't need to do anything extra or pay an extra fee - a new build house will have been notified already.
Sorry, my mistake, the electrical work will have been part of the building regulations which your cousin / architect / builder would have applied for at the same time as planning permission.
