How does the responsible person get away with not signing?

As a professional the Part P document treats us different to the DIYer. Page 11 and 12 deals with documentation.
It says under c. Where installers are not qualified to complete BS 7671 completion certificates.
“The building control body then becomes responsible for making sure that the work is safe and complies with all relevant requirements in the Building Regulations.” In other words they become the responsible person.
632.3 The person or persons responsible for the design, construction, inspection and testing of the installation shall, as appropriate, give to the person ordering the work a Certificate which takes account of their respective responsibilities for the safety of that installation, together with the schedules described in Regulation 632. l.
Which to me means County Council need to complete the installation certificate. But 1.27 A building control body will not issue a BS 7671 installation certificate (as these can be issued only by those carrying out the work), but only a Building Regulations completion certificate (the local authority) or a final certificate (an approved inspector).
But that is not what an installation certificate says:- It says person responsible not person who completes and the LCBC is responsible.
Many firms employ testers who visit the sites during construction and do final inspection and testing and sign the certificates when all is completed and he is responsible and signs that to the best of his knowledge and belief in accordance with BS 7671:2008 except for the departures, if any, detailed.
134.2.1 During erection and on completion of an installation or an addition or alteration to an installation, and before it is put into service, appropriate inspection and testing shall be carried out by competent persons to verify that the requirements of this Standard have been met. Appropriate certification shall be issued in accordance with Section 631.
The council employee will be the competent person.
So when a building inspector is responsible why should he be able to get away without signing the forms? If the council employ an outside firm to do final inspection then a three signature form should be used with building inspector signing for design and installation and outside contractor signing for inspection and testing.
I just fail to see how the person responsible for the safety of the installation can get away without signing the installation certificate!
I have read and re-read both Part P and BS 7671:2008 and it just does not seem to make sense.
Any comments please.

Simple - there is no requirement in the Building Regulations to comply with BS 7671.

Not the Wiring Regulations, so none of the Wiring Regulations you quoted are relevant.
 
Part P is statutory in England and Wales - BS7671 is not. There is no law requiring the work to be carried out to BS7671.
From our point of view BS7671 can be used show compliance with P1 of part P.
Note that this is our choice to use BS7671, is not the only way of achieving compliance with P1.
