Checking Central Heating Programmer

My CH will not come on unless I switch the HW on and calling, switch the CH on and switch off the HW.

Is there a way to check my Drayton LP522 programmer outputs at the local link box.
My reading are as follows for all possible variations.

HW off CH off
Link box term 8 (LP522 term 1) - 240v
Link box term 10 (LP522 term 3) - 0v
Link box term 9 (LP522 term 4 )- 240v

This repeats for which as below
HW on, CH off
HW off CH on
HW on CH on

I hope the wiring helps - do you know what the correct outputs should be
