Childproofing open stairs

We currently have open stairs (i.e. no risers) on our staircase, in a 3 story townhouse. I have a soon to be crawling baby, and the gaps between stairs are quite large (around 15cm), easily big enough for the baby fall down from the middle level.

I've been looking for some kind of rod fixture to fit a rod across the gap. I've seen some bespoke staircases which use this approach, but can't find anyone selling fittings. Any advice on suppliers, or fittings I could use?
 
The problem is the first step up from the middle level. It wouldn't be easy to put a gate in front of the bottom step - there's nothing to fix to on the bannister side.

 
What is the gap anyway?

If you can get to the underside you could just fit a batten to the underside of the tread and then face fit an infill piece to the front of the batten. Or just get a stairgate that fits to the front of the wall on the left.
