Circular switch plates ? ?

Can only think of using pull switches, with shortened cord.

Or square surface pattresses fitted over the round boxes. Some have fixing holes positioned for conduit boxes, or PVC ones can be drilled.

Think your idea of toggle switches mounted on circular lids is favourite.
 
I can fit toggle switches the cover plates but would like to avoid the effort.
I would personally suspect that, in the long run, that might well be the approach which involves the least effort - or, at least, time. Drilling one hole in a plastic cover does not take all that much time/effort!

I'm sure i've seen retro-styled circular switches that are the right size for a conduit box. Dunno where you would buy them though and I bet they are not cheap.
