Cladding over render

Hi All
During the refurb of our house we will be fitting cladding to the top half and re-rendering the bottom half. The current finish is pretty horrendous render as shown in the picture.

As horrible as it is to look at it is all sound and rock hard still so I am loathed to chip it all off and am a bit concerned about damaging the block work below.

Given how uneven the surface of the wall is I cannot just fix battens to it for the cladding so my plan is to get a wall chaser and cut slots in the render back to the block to fix horizontal battens into, fix vertical battens to them and then clad over the top as per the drawing attached.

Is this the best way to do this? If not any suggestions of better plans are welcomed!

I would only use vertical batons and I would pack them out with bits of lead
to level them.
