I have several heated propagators whose clear lids have yellowed.

I was recommended a solvent cleaner (normally used on upvc frames) but this had no effect.

Is is possible to clean up yellowed perspex/plastic, and if so how?

If it's yellowed, it's more likely to be UV degradation, I'm afraid.....you could try some Solvol Autosol on a test area if possible.
Various 'proper' products are available, and they will all be abrasive to some degree.

A yellow tint is not a problem as far as the plants are concerned. The only visible wavelengths required for photosynthesis are in the red and blue parts of the spectrum. Green is obviously not absorbed by chlorophyll and is totally reflected, as are most yellow wavelengths by carotenoids.

Scratches and scrapes may be polished off Perspex with Brasso or T-Cut. Make sure the solvent is completely evaporated before exposing plants to the propagator.
