Cleaning wooden stairs

Hi,
I have removed the carpet from my stairs with the view to cleaning them up and varnishing them. What I have noticed is that over the years the dirt has got engrained into the centre part of the stair.
I have tried scrubbing, sanding with a belt & hand sanders but there is still a noticable darker patch running down the middle of each stair.
Can anyone suggest a way of cleaning the mark?
