Cold Radiator in loft

My system is vokera 24 combi using about 10kw output at the moment, I recently installed 2kw rad in loft, and seems to take long time to heat up, just as it`s starting to get warm the hall stat set at 20c swithes off, my question is why doesn`t the rad heat up at the same rate as the others which is virtualy straight away, I teed off from bedroom rads using 15mm flowplsat piping, and the run was about 13m, pipes lagged in loft, bi directional valve pack fitted, no air in system.

have you tried balancing it into the system ?

No I think I would need a detaled version , the threads I have looked at so far seem a bit daugnting.
