the problem is the 3 port valve in the airing cupboard. it needs either a new syncron motor.(if this is failing then hot water works fine but when it needs to swing across for heating it will either take ages or not at all and often still doesn't go across enough to stop the flow to the cylinder. thats why the rads don't get hot but the boiler fires up. if the syncron motor is going all the way then the diverter valve base needs changing)
Cold radiators, burner lighting ok, hot water ok? Pump? PCB?
