cold towel radiator

Hi,fitted and swapped new towel rad for old rad,first thing this morning rad got hot,tried again tonight and rad is cold!,all other rads in house are hot,tried shutting off other rads to force heat into towel rad but no joy,
the flow pipe upto and including the valve is hot,return pipe is cold.
even though this is a new towel rad,could valve be faulty?

Hi,yes both valves are open,when bleeding rad water is coming out,i had the rad hot at one time and didnt alter anything then next time heating fired up rad stayed cold except for flow pipe and valve.
 
did bucket test from post found on forum,water came out of one valve and not the other!
took valve off to see if any flow of water came out pipe(incase of blockage) and to my suprise when had close look at valve the inlet was completely sealed!
drilled out inlet and put valve back on,hey presto we have heat.
this will teach me to look close at fittings and valves etc before fitting,

has any one else ever come across a sealed valve inlet like i just described.
