Cold Towel Rail

I have had a towel rail installed recently and as it was done during the summer my central heating has not been on so i havent been able to check if it works until recently.

When my heating is on, only the towel rail remains cold. i've bled the towel rail and this doesnt seem to be the problem. Any ideas??

are both valves open

does it have a thermostatic valve

It doesnt look like it has a thermostatic valve. But i've made sure both valves have been open.
