Commercial gas supply

What is the recommended gas pipe size for U16 meter for a commercial supply. The premises is a restaurant with gas capacity been identified as 104kw per hour.
Internally there are 22mm copper pipes in place and at the supply point there is 33mm pipe with meter been taken off (We understand the previous owner had some debt issues and assume the supply for cut off due to outstanding bill).
As from my research I believe a U16 meter would fulfil pressure requirements however I was also wondering anyone privately could fit the meter and then we can contact a supplier to provide the connection.
I invite your advise on recommended pipe sizes and meter apart from the question above.
A GT1 is done and the supply is alive.
