God help you m8! This has been covered many times and the argument never resolves. I'd advise you ring around and ask. Many will refuse but if you have polish corgi's nearby one of them might assist! 
If you've run the gas yourself, hung the boiler, fitted the flue etc then they won't certify in case there's an incident. When they certify they are taking the responsibilty away from you for all safety aspects. Good for you but very bad for them.

If building control are involved then they should be able to certify it for you.
