commissioning someone elses install

I've been asked to commission someone elses oil boiler installation. It was apparently put in a few months ago by they don't know who into an empty house which is getting ready to be sold. Can I just commission it and issue a commissioning certificate but not notify it as I wasn't the installing engineer?

yeh I thought about not doing it but wondered what the implications could be,they havent asked me to notify it just commission so I can't see a reason why I shouldn't be able to do that and charge accordingly and if they ask me to notify it just say -no can do.

Don't do it. They've screwed up. They can do it easily and officially, tell them to contact building control.
