They may (extremely rarely, in relation to electrical matters) be 'called upon' to make such decisions, and they therefore occasionally have to try, but the courts themselves (the judges/lawyers/jurors) generally will have absolutely no expertise in the area, and therefore will be totally reliant on others ('experts') to guide them in making their decision.
