Concrete base for pathway - mix quantities?

I'm looking to lay down a concrete base for my outdoor pathway so I can tile over it. It's approx 210x100cm (let's say 2.1m2) in width and length. I'm going add a subbase but would appreciate it if anyone knows how much cement and ballast I would need to lay over it for the concrete base and whether rebar would be worthwhile?

First time laying a base and mixing cement for that matter... so I'm pretty clueless...
