Connecting electric towel rail in zone 2

As it seems to have been established that an Un-switched FCU in zone 2 does not meet the regs, unless I can find an IPX4 rated version, which doesn't seem to exist, and there is no suitable location outside of zone 2 that the cable can reach, it seems my only option is a connection, so how about the following:

Towel rail flex cable straight into wall using the provided fitting, maintenance free connector behind the wall to extend the flex to a 3a u-FCU outside of the bathroom about 2m away. Its only a 200w towel radiator, and the whole installation, and the whole installation, including the connector will be downstream of the 3a fuse.

Any reasons regs or otherwise why this would not be a reasonable way to proceed?
 
you could run the cable (unbroken and unconnected) through a flex-outlet in the bathroom to the accessory on the other side of the wall.
That's exactly what I was able to do. There is a flex outlet, but no connections inside it.
