Connecting the toilet pan to the soil pipe

I have purchased a new bathroom suite, but the toilet pan waste is 2 inches lower than the soil pipe.

What would be the best option in trying to align these?

right way to do it would be raise the pan or lower the drain

or

...or alternatively, measure the height of the soil pipe and check that the WC matches it before buying the new suite.....
