Most sparks in our area run the cables for a conservatory in the cavity before the sills are put on. Is that not against building regs???

The info I have is this is in contravention of Part C of the building regs as it can result in reducing the moisture resistance of the wall.
 
Yes, but what is the problem if the cables are dropped to the bottom of the cavity (below dpc level) and any cables coming up the cavity to come into the rear of the socket boxes?

Usually the cavity is stuffed with insulation and that will stop the cables bridging the cavity.
