Consumer unit ?

Indeed, there used to be a requirement that connections were to be made in a non-combustible box, which meant metal or plastic, and not wood.

So it does make you think if an all plastic consumer unit should comply with current regs.

It could do if it's the right plastic. Plastic is a very vague word (see wikipedia).
 
These are the regs for the domestic side of the meter. It would seem that the meters themselves can stillbe made of plastic, maybe because it has been found that smart meter installers are so talented that there has never been a single incidence of a fault or a problem following a smart meter installation.
