Control arm rear bush

I've noticed the rear bush in the o/s front arm on my Bora TDI has lost its bonding so the arm is sitting on the subframe, albeit no knocking noise.

Is this an mot failure?

Yes, I think it probably would. Mottie or Carmemoranda might be able to give a more authoritative answer, but from what you describe, it sounds like it would be down as "excessive deterioration".

Advise and information

Some rubber/synthetic bushes are designed to provide a comparatively high degree of compliance and are therefore likely to show some movement.

You should only reject rubber or synthetic bushes when you can see serious deterioration of the bonding or flexible material.
