Yes - if you have access to a micrometer, or a very accurate pair of eyes

Those with an engineering discipline should be able to "measure" to within 5 thou with a decent rule.

If all you have are regular eyes, or a regular 1DP vernier caliper, then measuring the bunch, given that there are is a finite set of discrete sizes to choose from, will be fine

Yes providing you`ve some samples of known cable sizes to compare with.

Where did 16kW come from? The OP's cooker is 10kW...

From figures I worked on some years ago - just to show that 10KW is well within.

19.167kW actually, but it's still madness, isn't it.....
I stand corrected (humble pie), madness no but caution advised.

How, do we do the highlighty bits?
 
:? A very easy and cheap way is to carry a set of cable clipe (with the pins removed) and see which size fits correctly. It helps to try the clips on a sample piece of cable to get the feel of the correct fit.
