Why would you want to?

Because my cooker RCBO is faulty and I have managed to get hold of a brand new 16a one from a friend. They are very expensive at £40+

You could but there's no point or need apart from saving £40.

It may be a stupid question but how would a 32a breaker protect a cooker pulling less than 13a?

It wouldn't. Like ban-all-sheds says, that breaker only protects the 6mm cable and, in your case, the switch on the wall. Any wiring inside the cooker that isn't up to the job is on its own. Could it be that this cooker should never have been hard-wired into a 32 amp circuit but should instead have been fitted with a 13 amp plug.

Why not?

That may have been the case but only because it probably came with a 13A flex.

As it is this oven is no different than the bottom half of a cooker.
