No I don't personally know of a situtaion where a plan was approved that subsequently turned out to be non-compliant but that doesn't mean it hasn't happened.
Council approved drawings that don't meet regs now won't sign off
It all feels a bit wishy washy as to when the ombudsman will get involved but I'd still call or drop them a line to get an initial direction.
