Hi. Here's a picture taken after heavy rain. The harling is obviously cracked but I don't know what to make of the wet spot on the brown harling. Above it is a tiny vent(?) of plastic. How serious a problem do I have here d'you think? Thank you.

The "brown harling" could have been the original top coat or it could be the first coat with the later dash rendered on top?
Whatever, the brown harling should have stopped before touching the ground - it needs cutting back from ground contact up to just above the DPC.
Does the heavy dash top coat have a Bell Cast or a stop-bead fitted?
Metal beads can rust & swell - plastic bell casts or beads are best.
Its possible that the "vent" is connected to any beading?

I dont think you have anything serious going on.
