crazed bathroom walls

I have volunteered to redecorate my mum's bathroom, thinking it was straightforward. Now I look there is'crazed' paint on the walls at the ends of the radiator, and near the ceiling.
What may have caused it, and more importantly how do I deal with it now? Can I emulsion over it? Should I use special bathroom/kitchen paint? I was assuming I would.
The room is window free, but has a fan which comes on with the light which should help with condensation, but maybe it still gets pretty bad. :?
 
Caused by heat/steam..Try it with oil-based eggshell if you can hold your breath long enough to paint it :)
