Crazing in bathroom wall paint.

Good morning,

In my bathroom I have lots of crazing in the paintwork. I am looking to paint over it. I have tried numerous coats of Peel Stop, but it does not seem to properly cover the cracks. I have also tried numerous coats of Bullseye 123 and Leyland Undercoat Primer, the same. I have also tried loads of coats of Wickes Paint for New Plaster as that is usually good for hiding imperfections.

Is there another paint that you can recommend which will cover the cracks or do I need to fill and sand the whole area?
