A DPC is pointless in terms of total leaf saturation and keeping the wet out as the damp is not originating from below.

Thanks - I’m going to repoint the outside in the areas that are most affected, and then slurry the inside first few courses.
 
You would be able to keep a 'cell' within that garage totally dry, using membrane and stud materials, but you'd have to give up space, floor height and a chunk of cash. Another method would be an external foundation and add another external skin. Depends how deep your pockets are.

Lead would be ugly, but a flashing externally low down would prevent damp occurring on those bricks. We have used lead flashings as a last resort type remedy to prevent splash damp.
