Deck, free standing ? Concrete footing ?

I need a bit of help with upcoming 6x3m deck, planning stages at the moment.

Recently i have back garden leveled, drainage pipes dropped in, retaining wall built, so now its time to do the covered deck (sitting area).
Now i have about 8 inches of mot type 3 thats been wacker compacted. Is it a good idea to make a free standing timber deck sitting on top of heavy paving stones (600x600x50mm), unsecured ? Or do i absolutely need concrete poured ?

Another problem is the oil burner pipes coming into the house at DPC level, which is about 200mm above current compacted surface. Burner housing itself will be moved 3m away from the house, pipes insulated etc. However i dont really have any space to play with deck level, as plan is to use 2x6 for frame, which even sitting on the ground brings it awful close to where the pipes are coming into the house.

Some pics below show the situation. I'm open to all suggestions at this point.
Note two steel beams on the ground, 3m away from the house and ends at 6m apart, the planned deck size.
