Dimplex heating controller

My daughter just moved into a flat which has electric heating. The radiators all work by manually switching them on and off, but the programmer / controller doesn't seem to do anything. There is nothing at all on the display which seems to suggest there is no power to it. She has tried all the wall switches and checked the mcb in the consumer unit but still no display.

The controller is Dimplex (see attached pic). Any ideas anyone?

The 70's saw the start of the off peak heating, called economy 7, with the white meter, but economy 7 is a tariff not a system, and over the years how it is used has changed. Also there is some debate when not in the home most of the day, if it really saves money when it heats the home with no one in it?

So many have done away with the off peak supply, specially in flats where heat is not retained very well. So we see the old brick heaters ripped out and instant heaters replace them, as to if that works I don't know, as always had gas or oil heating.

But step one what is your tariff? If not some thing like economy 7 or 10 then likely the controller is switched off or disconnected, but you should be asking the landlord.

Second is what is your life style, if flat empty during the day, then Eco 7 is not much good.

Next is how well the flat is insulated, if it retains the heat well Eco 7 may work.

And also what direction are windows, if they get morning sun, you want fast acting heating or it will over heat.
