Direct connect to fuse box

Very basic stuff - I need to have a dual socket outlet in the same room as the fuse box is located. I can't add a spur to the ring main as the nearest socket is through a 3 foot thick stone wall, can I just connect it straight to fuse box and if so how?

if there is a spare way in the fuse box (and you can still get breakers for your style of box) you can

just fit a 16A breaker and then run 2.5mm straight to the socket from it
 
It is perfectly within the regs to wire the spur from the origin of the ring, ie the terminals in the CU from which the ring eminate.
