No you may use another type of protective device. For example a MCB. They do need protecting but this could be on the load side within 3 meters of the change in current carrying capacity.Should all tails have their CCC matched to the fuse protecting them?
The question I ask is where the DNO declare the use of a 60A fuse what size tails are required?
16mm is well within the limits but so many times people try to tell me this is undersized. To me if the fuse blows the DNO should not increase it's size unless the tails and consumer unit are rated to take that extra size.
