Have to respectfully disagree, a plasterer is not qualified to comment on asbestos. And artex should not be dumped in a skip next to a public street. It needs to be carefully wrapped and disposed of by an asbestos removal company.
You'd need to check the policies of the skip company. Artex is the lowest amount of the lowest risk, it's almost not there.

But I agree with the above - it doesn't even look like Artex. We've got it, it's smooth and spikey, like whipped cream - not gritty. Definitely get it tested.

I would hazard a guess that it might not be artex? It looks more like that gritty ceiling paint that DIY sheds sold.
I’d carefully take a sample and mail it to an independent tester who doesn’t have skin in the game
I used to work with asbestos and agree with Tigercubrider, get it tested by an independent tester not an asbestos removal company.

Then and only then can you make an informed decision.
