DIY Decking

Hi, I’ve decided to attempt and commit to a decking project in the back yard.

I’d like to extend from the current decking sleeper to the fence and pretty much half this lawn (up to the 90° jut out.

Is the grassed area okay to lay up to the fence with decking providing I fully prep the ground?

I’m thinking:

Dig up turf
Churn up the hard soil
Compact and level
Membrane layer
Stone chips layer
Concrete layer
Then it’s all about the woodwork.

not sure about scottish regs but in england you need permission to cover greater than 50% off the garden with building out buildings and decking
