Rebar or fibres through the concrete gives it strength and helps prevent cracking.
Should be 150mm concrete especially if using for the car.

Depends what you are using it for, 100mm minimum, 150mm better.

Not 'Rebar' (B****y Americanism!) what up need to use is 150mm reinforcing mesh. Yes 150mm depth of concrete for garage floor with deeper edges - Ask BCO for advice of that depth.
Its not a big garage and most likely will never house a car.
I anticipate it'll be used mostly for storage purposes
I've never seen the point of reinforcing a slab that is wholly supported by the ground below it.
A garage floor should not be normally insulated thoughunless properly designed and considered, maybe.
Im rrally confused and not sure at all...
One builder said to use reinforcement steel and another said its not needed.
They both said insulation would be good and didn't see any problems with it
Insulation is a waste of time in an unheated garage.
As for reinforcement, yes it does reinforce the slab, but as I said I can't see a reason for a fully supported slab to be reinforced. It may help with preventing any ground problems affecting the slab, but if the ground is properly prepped that deals with that.

Storage! i would use 100mm compacted type1, 25mm sand blinding, 1200 guage dpm and 100mm c35 concrete.

You could go to 4 or 5 specification sources and get 4 or 5 different answers for this. NHBC standard is 100mm concrete and reinforcement as necessary. In other words it might, or might not, be necessary. I don't think LABC even mentions reinforcement. If you don't have to follow those standards you can choose what you like. 100mm concrete on a well compacted base is more than enough for a single garage. Double garages are more prone to cracking so I might spec A142 mesh depending on the sub-base.
I stuck a 7mm mesh in my 150mm concrete garage floor - belt and braces and the mesh didn't cost that much, so don't really see why you wouldn't bother unless really pinching the pennies.
I'd rather build to a quality that it can be used for various purposes, rather than spec'ing it down to a minimum that you could get away with for your current need.

We decided to go with 50mm insualtion ( should the use of toom ever change in future at least it'll have some insulation in)

Ofcourse will compact the garage well before hand
