my friend wants a window taking out and a set of french doors going in. The opening width will be staying the same but obviously the brickwork below will be removed
they also want to remove a wall inside the house

do you need to inform the local council or can they just get it done :?:

cheers

You should be OK but this work is notifyable; unless you use a FENSA registered installer (& get a certificate), you will need to advise BC & they will want to inspect/pass the installation & issue you with a certificate of compliance (fee involved); they may also be interested in how you plan to seal the exposed cavity when the lower brickwork is removed.

Removing internal walls is generally OK, providing it’s not load bearing. If it is, BC will want to inspect the lintel & they may want to see load calculations; be sure or you could literally bring the house down!
